The "halb" rule
"Halb" points to the NEXT hour. "Halb vier" means half-way to four, which is 3:30, not 4:30.
- • 3:30 = Es ist halb vier
- • 7:30 = Es ist halb acht

Viertel nach / Viertel vor
Quarter past is "Viertel nach" and quarter to is "Viertel vor". In some regions people say "Viertel vier" for 3:15.
- • 3:15 = Es ist Viertel nach drei
- • 3:45 = Es ist Viertel vor vier

nach and vor
Minutes past use "nach", and minutes to use "vor". Around the half hour, Germans use "halb": 3:25 is "fünf vor halb vier".
- • 2:10 = Es ist zehn nach zwei
- • 6:50 = Es ist zehn vor sieben
